How Curaçao’s reformed licensing system works, what protection it provides and how to check a casino’s current status.

Curaçao’s online gambling system has changed substantially. The former arrangement, in which four master-licence holders issued sub-licences to casino operators, has ended. Online casinos are now licensed directly by the Curaçao Gaming Authority (CGA) under the National Ordinance on Games of Chance, usually shortened to LOK.

The new framework introduces clearer requirements for player funds, responsible gambling, complaints and independent dispute resolution. It is a meaningful improvement on the old system, but a Curaçao licence is not a guarantee that every casino offers the same service or reliability. The list below is based on our review records and is not a substitute for checking the casino’s current CGA certificate.

How Curaçao licensing works today

The National Ordinance on Games of Chance came into force on 24 December 2024. It placed Curaçao’s online gambling sector under the Curaçao Gaming Authority, which issues licences and supervises operators directly.

This replaced the former master-licence structure. Under that older model, four private master-licence holders could authorise large numbers of sub-licensees. The transitional orange seal used by former sub-licensees ceased to be valid on 15 October 2025. An online casino still displaying an orange Curaçao seal should therefore not be treated as currently licensed.

The LOK distinguishes between B2C licences for businesses offering gambling directly to players and B2B supplier licences for businesses providing games or other critical services to operators. The casinos on this page should fall within the B2C system. During the transition, provisional and indefinite-term licences may both be encountered; what matters to a player is that the operator and the exact casino domain are currently authorised.

What does a Curaçao licence require?

A licence application is assessed in stages. The CGA examines the people and companies behind the operation, the source of funds, financial viability and the applicant’s ability to meet the wider requirements of the LOK. An operator can be refused if, for example, its ownership cannot be verified, it cannot demonstrate sufficient liquidity to pay expected winnings, or it lacks suitable responsible-gambling and dispute-resolution arrangements.

Licensed online casinos must follow conditions covering areas such as:

  • player identification and account management;
  • the safeguarding of player money in a designated account;
  • clear and accessible terms, withdrawal information and complaints procedures;
  • responsible-gambling controls, including deposit limits, cooling-off periods and self-exclusion;
  • information security and regulatory reporting; and
  • anti-money-laundering and counter-terrorist-financing controls.

The CGA can request reports and records, impose administrative measures, suspend a licence or revoke it. These powers make the LOK framework more substantial than Curaçao’s old sub-licensing model. Their practical value, however, depends on consistent supervision and enforcement over time.

How to verify a Curaçao casino licence

Do not rely on a Curaçao flag, a licence number written in the footer or an image of a regulatory logo. A currently authorised B2C casino should display the CGA’s green Certificate of Operation seal. Clicking it should lead to a certificate hosted on cert.cga.cw.

Check that the certificate shows the same domain you are visiting, names the licensed operator and reports an active status. The CGA also distinguishes between a company’s licence certificate and the domain-specific Certificate of Operation. A company may hold a licence without every website using its name being an approved player-facing domain.

Old orange seals are no longer valid. A seal that does not link to the CGA certificate platform, shows a different domain or has been copied as a static image is not adequate proof of a current licence.

Complaints and independent dispute resolution

Players should first submit a written complaint through the casino’s own complaints procedure. The current CGA policy generally allows complaints to be made within six months of the relevant bet being settled or the incident taking place, although it is sensible to complain promptly and retain account records, messages and payment evidence.

If the casino does not resolve the complaint, the dispute can be escalated to an independent alternative dispute resolution provider certified by the CGA. The operator must identify its available ADR provider or providers in its terms. The ADR process should be free to the player, with the operator carrying the cost.

The CGA itself does not mediate individual disputes, award compensation or act as a civil court. It can nevertheless receive information about possible regulatory breaches and use complaints as part of its supervisory and enforcement work. Players should therefore distinguish between asking an ADR provider to decide a dispute and notifying the CGA of suspected non-compliance.

How strong is Curaçao licensing?

The LOK is a clear step forward from the previous system. Direct licensing, domain-specific certificates, player-fund requirements, responsible-gambling rules and certified ADR all address weaknesses for which Curaçao licensing was criticised in the past.

It is still a relatively new framework, and its long-term enforcement record is not yet as established as that of older gambling regulators. We therefore treat a valid Curaçao licence as one part of a casino assessment, not as proof on its own that a casino is dependable. Withdrawal practices, terms, ownership, complaint handling and the casino’s wider record still matter.
