The Estonian Tax and Customs Board licenses and supervises gambling offered in Estonia. An online casino needs both an activity licence for the relevant type of gambling and an operating permit covering remote gambling and its approved websites.
Estonia maintains a detailed public operator list showing companies, brands, domains and links to official permit information. A licence from another European country does not automatically authorise an operator in Estonia, so players should verify the exact company and casino domain.
The Estonian Tax and Customs Board, or ETCB, issues gambling licences and operating permits and supervises gambling offered in Estonia. Online casino games fall within Estonia’s remote-gambling framework.
An operator normally needs two forms of authorisation. The activity licence confirms that the company may organise the relevant type of gambling. A separate operating permit gives it the right to offer that gambling through the approved remote-gambling operation and websites.
An activity licence alone is not sufficient to launch an online casino. The operator must also hold the appropriate operating permit for remote games of chance.
Estonia issues separate activity licences for games of chance, toto or betting, and games of skill. An activity licence is valid indefinitely, although it may be revoked if the holder no longer meets the applicable requirements.
A remote-gambling operating permit is issued for a particular type or subtype of gambling. An operating permit for remote games of chance can be granted for up to five years.
One application may cover several casino websites, but the domains must form part of the approved operation. Players should therefore verify the website as well as the company’s general licensing status.
Check the casino’s footer and terms for the legal company responsible for your account. Compare the company, brand and website with the Estonian Tax and Customs Board’s list of legal gambling operators.
The list separates operators by gambling type and includes links to the official Register of Economic Activities, where the underlying permit information can be examined.
Make sure the casino appears under online games of chance rather than relying on a permit for betting, games of skill or another category. A company may hold several different permits, and not every permit authorises online casino games.
A gambling licence issued elsewhere in the European Economic Area does not automatically give an operator the right to offer gambling in Estonia. The reverse is also true: an Estonian permit does not replace any licence required in another country.
Remote-gambling operators must operate an electronic recordkeeping and control system. This records information about gambling software, games, bets and prizes and must connect to the Estonian Tax and Customs Board’s electronic reporting system.
The Authority must be able to access the operator’s gambling data for supervision. Operators offering relevant forms of gambling must also connect to Estonia’s list of people with restrictions on gambling.
These controls provide regulatory oversight, but a permit does not guarantee immediate withdrawals or eliminate every operational risk. The casino’s identity, payment and withdrawal conditions still apply.
Estonia allows individuals to place themselves on the official list of people with restrictions on gambling. Operators authorised in Estonia must prevent a listed person from participating in the gambling covered by the restriction.
Separate restrictions can be set for casino games and poker, betting, and classical lotteries. When setting a restriction, the person chooses a period from 6 to 36 months. The restriction does not end automatically after that period: the person may apply to be removed from the list once the chosen period has expired.

Complain to the casino first. Describe the issue clearly and retain account records, payment information, emails, screenshots and the version of the terms that applied.
If the operator does not respond or the parties cannot reach an agreement, an eligible Estonian consumer may apply to the Consumer Disputes Committee. The consumer must normally live in Estonia and the company must be registered in Estonia. Different assistance may be available through the European Consumer Centre when the trader is established in another EU country.

Suspected unlicensed gambling or breaches of gambling permit requirements can also be reported to the Estonian Tax and Customs Board. Regulatory supervision should not be confused with a decision about an individual contractual claim.
The Estonian Tax and Customs Board blocks access to gambling websites that make their services available in Estonia without the required activity licence and operating permit.
A casino being accessible before blocking action is taken does not prove that it is legal. Use the positive list of legal operators rather than relying only on the absence of a domain from the blocked-site list.
For individual taxpayers in Estonia, winnings from gambling licensed by the Estonian Tax and Customs Board are generally exempt from Estonian income tax because the operator pays gambling tax.
Winnings from an operator that is not licensed in Estonia may be treated differently. Players living or paying tax elsewhere should check the rules that apply in their own country rather than assuming that the Estonian treatment applies to them.
Match the operating company, casino brand and exact domain against the Authority’s legal-operator list. Follow the register link to confirm that the operator holds both the relevant activity licence and a current remote-gambling operating permit.
Estonia provides direct technical reporting, a national gambling-restriction register and public permit information. These are meaningful protections, but players should still read the casino’s verification, withdrawal and bonus terms before depositing.
