Paraguay sports betting license award stalled

Paraguay’s Comptroller General La Contraloría General de la República (CGR) has put a spoke in the wheel of the controversial award of a single sports betting license late last year to Daruma Sam who operates the betting brand Apostala.

The CGR in its determination addressed to Paraguay’s national gaming commission la Comisión Nacional de Juegos de Azar (CONAJZAR) described the bidding process as irregular,  “serious” and flouting provisions contained in Law 1016/97.  In effect the award of a single concession is monopolistic and against the country’s constitution, the authority opined.

The CGR’s investigation was reportedly sparked by numerous complaints both prior to bidding and following the award of the concession which still needs to be ratified by a Presidential Decree.

In its summary, the CGR has recommended the process be declared null and void and the concession revoked.

Conajzar is expected to abide by the ruling, Ilse González, director of Public Procurement at CGR points out, as recommendations tabled by the body are binding and mandatory.
