Ontario regulates online casinos through two provincial organisations. The Alcohol and Gaming Commission of Ontario (AGCO) registers operators, establishes regulatory standards and oversees compliance. iGaming Ontario (iGO) conducts and manages the market through operating agreements with private casino companies.

To offer regulated online casino games in Ontario, a private operator must be registered by the AGCO and have an operating agreement with iGaming Ontario. The casinos listed here meet both requirements for their Ontario websites. The registration applies specifically to play within Ontario and shouldn’t be confused with a licence covering the rest of Canada.

How Ontario’s online casino regulation works

Ontario’s regulated online gambling market opened in April 2022. Unlike jurisdictions where a single regulator issues a conventional gambling licence, Ontario divides responsibility between the AGCO and iGaming Ontario.

The AGCO is the provincial regulator. It assesses and registers casino operators and gaming suppliers, establishes the Registrar’s Standards for Internet Gaming and monitors whether registered businesses comply with those requirements.

iGaming Ontario is responsible for conducting and commercially managing the games offered through private operators. Once an operator has been registered by the AGCO, it must enter into an operating agreement with iGaming Ontario before it can offer regulated casino games to players in the province.

Both parts are necessary. AGCO registration alone doesn’t mean that a casino is currently approved to accept players through Ontario’s regulated market.

How to check an Ontario casino

The most useful public source is the iGaming Ontario operator directory. It lists the legal operators and individual casino, poker and sports-betting websites currently offered within the regulated market.

Check that:

  • The casino’s exact brand and Ontario website appear in the directory.
  • The legal operator matches the company named in the casino’s terms.
  • You are using the Ontario version of the website or app.
  • The site displays the iGaming Ontario and BetGuard logos.
  • The casino is currently accepting players in Ontario.

The exact website matters. A casino group may operate an Ontario site under the provincial framework while offering a separate international version under a different licence. Registration of the Ontario operation doesn’t automatically cover the group’s other websites.

What protections apply to Ontario players?

AGCO-registered operators must comply with standards covering game integrity, player accounts, payments, advertising, data security and responsible gambling. Critical gaming systems and games must undergo appropriate testing and certification before being used in the regulated market.

Operators must verify that players meet the minimum age requirement and are physically located in Ontario when gambling. They must also provide responsible-gambling controls and monitor player behaviour for indications of gambling-related harm.

The rules include requirements for handling deposits and withdrawals, protecting player information and providing players with an accurate account balance. Operators must allow legitimate withdrawals following the necessary identity and payment checks and process them within a reasonable period.

These protections don’t guarantee that every player will be satisfied with an operator’s decision. They do, however, provide a recognised regulatory framework and formal routes through which compliance concerns can be raised.

Complaints about an Ontario online casino

The first step is to submit a formal complaint through the casino’s own complaints procedure. Keep the complaint reference number and copies of relevant messages, transactions and account information.

If the operator doesn’t respond within its stated timeframe or the response doesn’t resolve the matter, the complaint can be submitted through iGaming Ontario’s Player Support service.

iGaming Ontario can review the matter and communicate with the operator, but it doesn’t directly settle bets, issue refunds or award compensation. Suspected illegal activity, advertising violations, responsible-gambling failures and other regulatory concerns may instead be referred to the AGCO.

This complaints route applies only to products offered by operators participating in Ontario’s regulated market. iGaming Ontario has no regulatory or contractual relationship with offshore casino sites that aren’t part of that market.

Does an Ontario registration cover all of Canada?

No. Gambling regulation in Canada is primarily organised at provincial level. An AGCO registration and iGaming Ontario operating agreement authorise the relevant casino operation within Ontario’s regulated market.

They don’t represent a nationwide Canadian casino licence, and they don’t automatically authorise the same website in another province. Players outside Ontario need to consider the rules and regulated options available in their own province or territory.

Ontario casino sites also use location controls. Players must generally be at least 19 years old and physically present in Ontario to gamble, even if they already have an account with the same casino brand elsewhere.
